Easiest progamming language for processing text files containing front matter and amending other text files accordingly?

I am considering writing a program that creates files for uploading to a static website. I'm using Win7Pro.

The task breaks down as follows:

• read a new text file (a new article, containing body text and some front matter)
• save an amended version (with HTML suffix)
• in accordance with the front matter in the new text file, and their own front matter, save amended versions of some existing text files (ditto)

What is the easiest programming language to use for this kind of processing of text files?
