Windows 10, Taskbar, Status ICONs hover text missing

In windows 10, on the far right of the task bar, there is a up arrow, that when clicked on shows a collection of ICONs that display information or preferences about ruing applications, like One Drive and Google Drive and Logitech and more. In Windows 7, when you hovered over and ICON, text would display to tell you what the ICON was. In Windows 10, this hovering text has never appeared for me, until a few days ago. I uninstalled an application and all of a sudden, all the ICONs displayed their text application names when hovered over. Unfortunately, when I rebooted, the Hovered text is again missing. Does anyone have any ideas as to what could be interfering with this former functionality?
