Error create GIT repository

When I create GIT repository, in the system event of git queue, say ERROR with this message

Command execution failure: /opt/rh/git19/root/usr/bin/git --work-tree='/var/lib/tuleap/gitolite/admin' --git-dir='/var/lib/tuleap/gitolite/admin/.git' add '' (retu value: 128): fatal: Not a git repository: '/var/lib/tuleap/gitolite/admin/.git'
