Path in localhost opened even if local server off

I have localhost "Ampps" and one path i used for uploading files with php opened in browser like some cache even if Apache stopped,

http://localhost/tests/public/user_uploads/profilephotos/john/

This one path only do this behavior i don't know the reason, i try many solutions - i reinstall Ampps but still exists - remove the directory, rename it - change browser ... etc, still appears !
