Intel Management Engine or Collaborative Processor Performance Control throttling

This is a laptop.

Before I installed Intel's Collaborative Processor Performance Control Driver and Management Engine, for very demanding jobs my cpu would go up to 95C and the fan would go up to 4400RPM (which I assume is the maximum).

After I installed these drivers, the cpu only goes up to 86C and the fan only goes up to 3600RPM.

I am okay with the cpu not going above 90C, but I'd at want the fan to work as fast as it can. Is there
