Why does booting take a longer time after cutting all power?

I'm just wondering why exactly it takes a long timer to regain speed after power loss/upgrades/cutting power.

I left my computer off for 4 days coming back to notice the disk response time was around 8000ms and slowly went back down to the normal 0 to 42ms.
