image ppi conversion to above 300ppi

I have some images that I want to use in a book. the publisher says that the images are not of good quality and I need a minimum images of 300ppi plus and should be in jpeg or tiff format. Can I convert existing image to images of higher resolution and higher clarity and if so how?
