Windows 10 clock always 3 hours ahead

I have two computers that run windows 10 (at least some of the time). Both are always 3 hours ahead. I have double checked the time zone, the local and even the bios clock. All are correct. I have tried it with set time automatically on and off. It always boots with the clock 3 hours ahead regardless of whether I correct it before restarting.
