How can I copy a single keychain item between OSX users via the CLI?

I need to copy the network passwords for a couple of networks across several users on a number of machines. Too much work to log in and type it manually!

I've found the 802.1X entries in the output of

security dump  "/Users/qa/Library/Keychains/login.keychain"

and I've found security export/import but I don't see how to export the entries marked

"desc"<blob>="802.1X Password"

I can easily write a script to extract the 'dump' entries I'm interested in, but it seems there should be a way to select and serialise these entries, and to insert them into another user's keychain, without going via dump.
