I received a Sandisk 32GB microSD from my dad who asked me to format it. Plug it into a USB-based adapter (no write protection switch) and tried to access it on my computer.
Problems :

right clicking into properties on the volume shows 0gb used / 0gb available , unable to access disk at it requires formatting.

File system is RAW

Unable to format it using :(windows default formatter , HP USB Disk Format tool , SD Formatter)

Tried viewing it in Disk Management , it only shows 30Mb of Healthy Primary Partition , There is NO unallocated space at all.

tried to use HDD : LLF but receive error message "device cannot be accessed because it is smaller than 65535 sectors"

Unable to perform CHKDSK due to fs being RAW

tried to clean and partition using list disk in cmd but no luck. the prompt says it has been clean but unable to create new partition and previously mentioned error persists. Tried to "unlock" the write protected using "attributes disk clear readonly".

Went to registry to set StorageDevicePolicies/WriteProtected to 0

When trying to reformat using SD formatter (previously mentioned on #3) , it says disk is write protected despite going through 7 and 8.

Running out of ideas and patience.
Please , I only want to know whether the mentioned microSD is still "save-able"/"re-usable", if yes , please do enlighten me. Thank you for reading. Any answer is very much appreciated.
